A bit cold for surfing. Maybe he's going snowboarding but doesn't have a snowboard so the surfboard is just an improvisation.

Some years ago I owned a yellow car, it was terrible, everybody knew where I was, lol !
I could use that on our snow covered drive, just flip the car over and push it to the house.
"Surf cab USA" ? Never seen that before. And what could that possibly mean? Traffic surfing?
